NewEgg calls that stuff certified refurbished, which means it was previously sent back, found to be working and repackaged etc

Ahh ok, I thought it was like a sales tax and UPS were just forced to collect it on behalf of the Canadian govt. Wow, so UPS are charging $200+ for what exactly? Being greedy?

It is a brokerage fee. They ARE to collect taxes and duty and forward that to the government.....there is a large fee added on top to do this. With UPS if they are charging $200, I am guessing only $50-$60 is for taxes, the rest is pure brokerage fee. There should be no duty.

You can self clear the package yourself (a pain) but it saves a lot of money.....because you become the broker.

In the future, you may find that just purchasing from Amazon Canada or Newegg Canada is a lot less complicated.  Their prices have already factored in the importing fees and currency exchange and aren't that much more expensive than buying from the USA at the end of the day.  Plus, you know exactly what it will cost when it gets to your door without any surprises like the one you got here. 
 
What looks like a sweet deal ends up biting you as you found out.  It's got nothing to do with EVGA, and everything to do with importing things into Canada and having to pay carriers like UPS a premium for it.  If you've never been charged in the past, then consider yourself very lucky and chalk this up as a learning experience. Duties, taxes, brokerage and currency exchange charges are all part of the cost of buying things from other countries. 
 
EVGA rocks and treats customers very fairly.  If you still feel the need to vent to someone, you should direct your energy into chatting with UPS about it.  
 
Good luck though, and hope you at least you enjoy your new hardware.

I don't see how EVGA made any mistakes here. To be clear, they offered free SHIPPING. 
 
They are not responsible for paying taxes and import fees that are imposed by another country which are separate from the shipping fee.   Some companies will not even honor the warranty on products if you don't buy it here in Canada.  Try buying a car from Honda as an example.  If you buy it in the USA and bring it into CANADA and live here, they will not honor any warranty claims because you didn't buy it in Canada.     
 
 Although I feel for the poster, it will not be the last time they are hit with charges like this if they buy things from another country and import them.

Free shipping only means the price is already adjusted to reflect that.
 
For example Corsair shows current MSRP for a chassis, PSU and more. So I am looking at a chassis on NewEgg and it costs more, but it has free shipping so that means the price is all inclusive. This is something some people are not so clear on and free shipping is more gimmick than substance. I am more aware of true shipping costs.

I am on a lot of forums in many languages, and EVGA et all all have their respective issues. Nobody is perfect, I am sure not.
 
The OP buys some hardware and gets nicked for costs that are problable for new hardware off the B list, how many times has that happened?
 
If I was to buy that I would ask EVGA to send it as used video card etc so that it would not attract attention, legally it's fair and ethically it is a used component

Bstock doesn't necessarily mean it was ever used.

This is a UPS issue not an EVGA issue...... although you seem hard at work trying to make it one.
