That would make it be a dual bracket card as long as you do not have an air cooler on it

Most cases that have a vertical mounting option have the video card sitting so close to the side panel that it choked the airflow for the fans, I doubt a 2.5 slot size card would even fit in these cases including the DG-77. I'd check into that as well.

I might be overlooking something, does the 2080 ti FTW3 or the Hydro Copper plate come with a dual slot bracket?

No. If you want the 2-slot bracket you have to buy the 2-slot bracket. That's what I did with my 2080 Ti FTW3 and Hydro Copper block.

Uugh, do I really have to wait for yet another part!? I appreciate that they went up in stock but at least allow for a faster shipping option!
