I boot into Windows using BIOS 1, flip the BIOS switch down to BIOS 2 or 3 then attempt to hotflash the BIOS. The flash looks like its going fine then right at the end I get an error message like:

FYI I am using the beta BIOS 2.03 (the one with the 4090 FE no display fix)

Could this problem be happening because I am using a 13900KF CPU? The ME driver on EVGA's website is for the intel 12 series CPU's and so far EVGA has not added a new ME driver for intel 13 series CPU's.

Also note that before I even attempt this hotflash I must first go into BIOS gui (using BIOS 1) and Disable ME before booting into windows and trying the hotflash. If I do not disable ME first, the hotflash within Windows does not even begin. In fact it immediately shuts down my PC as soon as i begin the hotflash

I flashed within the bios without issues. Have you tried that?

I only have 1 good working BIOS right now. I was previously using a 12900K with a RTX 3080 card. Back when I had those components in the system I flashed BIOS 1 to version 2.03 beta then installed my new 13900KF and RTX 4090 FE. With those new parts in the system, I am not able to get into the BIOS GUI when using BIOS 2 or 3 because those BIOS were corrupted. So I am trying to repair BIOS 2 and 3 using the hotflash method within windows. But so far unsuccessfully.

I have also tried the BIOS Flashback button method but all I ever get is E1, E2 or E8 error messages and the flashback fails. I have tried saving the .bin file as EVGAE699 and EVGAE690 but always receive the same error codes. I have tried using two different USB 3.0 sticks (all formated to FAT32 with the .bin file at the root). I have even tried using an old USB 2.0 stick and still get the same error message E1, E2 or E8.

I no longer have the older 12900K or the RTX 3080 since i have sold them, so trying to flash BIOS 2 and 3 with those components installed is no longer an option.

So you have tried the following?

    BIOS Installation
    • Extract the contents of .zip file to USB flash drive (must be formatted as FAT32)
    • Reboot the machine and go into the system BIOS
    • From the BIOS, navigate to the EXTRAS tab at the upper left and click on "BIOS Update"
    • Select the .bin file you wish to flash.

I have indeed tried that. I go into the BIOS gui using BIOS 1 (my only good working BIOS) then once i'm in the gui, I flip the BIOS switch to either 2 or 3 and press EXTRAS but when I attempt to upload the .bin file  it vanishes and says the USB stick is empty. But... when I flip the switch back to BIOS 1 then press EXTRAS again, the .bin file magically reappears. This motherboard absolutely hates BIOS 2 and 3. It won't let me Hotflash in Windows, it won't let me use the BIOS Flashback button on the I/O and it won't let me Hotflash from within the BIOS gui. Only BIOS 1 works and is flashed to the latest 2.03 beta.

E1 and E2 generally suggests there's something unusual going on with the USB stick.  Are you using Windows to format the USB, or something else like Rufus?

Try hotflashing the beta for 4090 FE cards as EVGAE690.bin like this:
    1. Boot into Windows or BIOS on a working BIOS chip.
    2. Hold the Power Button down to turn off the system, but don’t turn off your power supply.
    3. Move the BIOS Switch to the BIOS you want to hot-flash.
    4. Hold down the BIOS Update for several seconds until the flash process starts.
    5. The flash may take up to 7 minutes. The system will restart once finished.
See if it works this way.  Given the E1 and E8 codes, hold down the BIOS Update button for at least 5 seconds until it goes into its cycle for a few seconds.

I used Windows to format the USB sticks - all FAT32. I've tried 4 different sticks so far. Two of them are SanDisk USB 3.0 and one is an Integral USB 2.0 and the other one has no branding on it - it's also USB 2.0. The USB 3.0 sticks tend to give me error E8 and the USB 2.0 sticks give me error E1.

I followed your instructions to the exact letter but still no luck.

I think BIOS 2 and 3 have been irreversibly wiped due to bad hotflashes within Windows where the PC immediately powered off as soon as I pressed flash. It looks like BIOS 2 and 3 are in a state where they can no longer be flashed unfortunately.
