Help! 2 Red LED on Brand New EVGA GeForce RTX 2080 TI FTW3 ULTRA HYBRID GAMING

Hi Folks,
 
Just put up my first PC and tried to power it on. Everything including CPU, Motherboard, RAM, PSU, HDD/SSD works fine but the graphic cards did not work. It had 2 red LED above the power cable and both fans (on the card and with the radiator) did not work. I did have the light on the "EVGA Hybrid" logo on but the motherboard failed to recognize the graphic card. Tried different PCIe slots and different PCIe cables (yes I did use 2 separate cables to power the graphic card) but didn't work. Below is the details about my PC and any helps are welcomed (including what is the meaning of 2 red LED). Thank you guys so much.
 
CPU: Intel I9 9900K
Motherboard: ASUS ROG Maximus XI Extreme Z390
PSU: Corsair HX850i (850 Watts)
GPU: EVGA GeForce RTX 2080 TI FTW3 ULTRA HYBRID GAMING

    Welcome to the Forum
    Maybe to small of a PSU for your GPU/CPU/MB
    Do you have a Non-Corsair Power Supply to test with?
    Test with the Two Yellow Blocked as shown below.

    Thank you for your reply. Unfortunately I only have this one on hand as it is my first PC
     
    I did try different combinations but didn't test this one. Is there any difference between those 8-pins ports from PSU? I thought there are identical. Anyway I will try this one and post updates

    Thank you for your reply. Unfortunately that is the only PSU I have as it is my first PC.
     
    I tried the 2 ports you mentioned but still failed to make the graphic card work. 2 Red LED above power cable when power on the PC.

    Re-Check that the Card is Locked into the PCIe Slot.
    I would test your card in another computer before thinking of an RMA.
    Others have had the same issue on that Motherboard.

    Did you ever figure out what was causing this issue?

    If it's anything like the old 9800GX2 it means its not detecting the PCI-E cables or the power is too low.
