Thanks Mod-Gabriel, its been long and drawn out sourcing a Video Card for my new HTPC 4K PC system.
I have only been able to theoretically from information and reviews confirm
EVGA GTX 950 and 960 Video Cards support OR are compatible with HDMI 2.0 - HDCP 2.2 - at true 4k Resolutions of 4096 x 2160 @60
I also received a reply from a EVGA Rep who stated: "I can confirm that the GTX 950 and 960 are both HDMI 2.0 compatible and HTPC 2.2"
RE: H.265 - The GTX 960 and its GM206 chip also feature support for H.265 encoding and decoding.
Everyone quotes these cards if Only a single manufacture exists and every card is exactly the same?
The Gigabyte GTX 960 does not support true 4k Resolutions of 4096 x 2160 @60

After much research, too much in fact, I've decided on a card just over $200 CAN Part#: 02G-P4-2966-KR
EVGA GeForce GTX 960 2GB SSC GAMING ACX 2.0+ Whisper Silent Cooling 1279MHZ Graphics Card.
