GeForce 9800GT black screen problem

I just got my NVIDIA GeForce 9800 GT 512-P3-N973-TR today, and when I put it into my computer and started it I don't see anything, just a black screen on my monitor (no input). I don't see a BIOS or even a Starting Up logo of my CPU that I used to see. I have Windows XP installed but the bootloader is broken so I was planning for a clean Win 7 install.

I repeat, I do not have access to the BIOS or anything, as soon as I turn power on, I don't see input in my monitor. The fans on the GPU are working fine. I've tried re-seating it, but it didn't work.

GPU - EVGA NVIDIA GeForce 9800GT 512-P3-N973-TR
CPU - Intel Pentium D 2.8 GHz
Mobo - MSI 945P Neo-F LGA 775 Intel 945P ATX Intel Motherboard
Ram - 2 GB (2 x 1GB) DDR2 667 RAM
PSU (brand new) - 450 watt, +3.3V@20A, +5V@20A, +12V@33A, -12V@0.8A, +5VSB@2.5A

    1. Try resetting your BIOS.

    2. Try another card.

    How do I reset my BIOS?
    I tried a PNY NVIDIA 7600 GS, and that had the same problem (this card used to work though)

    You can remove cmos battery, while the computer is unplug. Then push the power button.

    Seeing that two different cards give you the same results, then you may have additional hardware problems. One being your PSU (Power Supply Unit). Who makes the PSU...

    Try running the computer with 1 stick of ram.

    Never mind, I figured it out.
    First I removed the internal power cell for 10 minutes to reset the BIOS.
    Second, I had forgotten to plug in the JPW1 connector from my power supply, meaning no 12V power.
    When I plugged that in, it worked.
