Depends on the 12v rail amps and the quality of the psu.  I ran my q9550
    @ stock speed 2.83 wih 4gb ddr3 1800mhz @ 1.9v 5 hard drives, 4
120mm fans, DVD burner and one of my gtx 285. That was using a
thermaltake tr2 430w and that psu is not even real 430w, according to a
review of that psu it is around 380w.

Yup, you can call me crazy but I was desperate.

In any case, verify if the amps on the 12v rail of your power supply is the
recommend for the card. For a 9800gt I will say a max combine of 26A will do it.

BYW, the card will not burn, however you may experience BSDO's or your
    computer going frenzy

However to be on the safe side and I will recommend you buy
    a new PSU

Dude...get a new PSU.  You shouldn't even be running anything lower than 500W.  My current rig is 5 years old, and I installed a 500W PSU last year.  I have 5 HDDs though...

    Current Rig Built in 2005-06...present

    Gigabyte Socket 939 GeForce 6100
    AMD 4000+ San Diego Core
    3GB OCZ DDR Dual Channel
    EVGA 7600 GT
    80GB Maxtor (Boot Drive)
150 GB Raptor X (Photo Storage)
    200 GB Samsung (Photo Storage)
    500 GB WD (Video Storage)
1 TB WD Caviar (Photo/Video archive)

call me noob, but how do i go by unpluging the cpu and motherboard & everything on it? I  bought my pc from dell...  i have another question, I already have a 9800gt 512Gb and it plays everything ok, but if I move to the 1GB, will I see a big improvement in the FPS in my games or just small improvements?

Unplugging your CPU, motherboard, and everything on it?  By that do you mean removing the hardware?  Or, are we talking about removing the plugs from the motherboard?  Or both?

Going from a 512 mb 9800gt to 1gb 9800gt you will only see a minimal improvement in fps.  Nothing earth shattering.  If you want that, try moving up to the 4 series cards.

Yes that would. You'll see major good changes in gameplay. Obviously you need to make sure the new PSU your getting will be able to handle it. If you are willing to dish out like $220 more, go for a GTX 480...great card.

If you say 'pls' or 'plz', because its shorter than 'please', I'll so 'No' because it's shorter than 'Yes'.

You need a new CPU, definitely. Either a E8400 if your mobo support LGA775
or a good quad such as q9550. If not you are going to have a huge
    bottleneck because of that 2.13ghz

If you would like to oc one of those processors, you will need then at least a
good 520+ psu to be on the safe side.

Please download and use CPU-Z and tell me what kind of motherboard you have.
It will give you all info, I will need the processor type. If you can you can attach
    a screenshot.

If the one you have is an Intel XPS 410 with 0WG855 mobo
    It's a LGA 775 motherboard.

It seems it does not support the E8400. But some people reported that q6700
does work with that board, however that cpu is expensive. Try to find the
cheapest price online, I'll recommend to get a used one from ebay.

Also, I was thinking if you can sell your computer and tell me your budget
and see if you change your pc insted of upgrading this one.
Some people said that motherboard cannot be use to OC the CPU.

    Anyways just my idea.

You can download and use EVGA Precision for temps.  Software voltage monitoring software tends to be a shot in the dark since most software relies on your motherboard for those readings.  And, it seems that only good motherboards are capable of that.  Dell, has a tendency to cram junk in their computers.  This means that their motherboards aren't what most would consider to be a good motherboard.  So, chances are that the reading you would get could be erroneous.
