GTX460 Computer Shut Down

I Just bought an EVGA GTX460 768MB GDDR5 PCI-E 2.0 card
 
I have the following setup in the computer :
Blue Star 650W gold mirror edition PSU
Asus M3A78-Em Motherboard (latest bios upgrade)
AMD Phenom X4 9600
4GB DDR2 (ocz technology)
WD 500GB green HD
Light on Dvd Writer + lightscribe
3 case fans (tried running with only 1 still same issue)
EVGA GTX460 768MB GDDR5 PCI-E 2.0 card (latest drivers and 1 driver before latest one)
 
Problem I am having is this. trying to get windows experience to run will cause the computer to shut completely down when it is checking d3d9 graphics. tryinh to play Black OPs will make the computer turn off when being on main screen settings. (game wont go any further) any stress test program I tried like the evga oc scanner will make the computer shut down after 10-15 seconds.
 
I can play an online game called Combatarms normaly with all settings on high, screen resolution 1680 * 1050, 8x antiliasion (spelling) and it will not shut off on me.
 
Is this a power supply issue or do I have a bad card and need to RMA
 
First time visitor on this forum hoping for some help

    I bet it's your power supply. I've never heard of a PSU maker known as Blue Star. It's rated for 650W, but probably only puts out 450 or so. Put a namebrand 650W+ PSU in there and then try testing it again.

    Would this be a good 1 ?

    I was thinking perhaps to get a new case. and saw a combo on Newegg for the thermaltake V9 combined with this PSU.

    Ask 'Boredgunner'... he's usually online here on the Forums somewhere... he can answer any Power Supply question.
