GTX 780-Ti Classified Kingpin Repair

Hi! I have bought the card 2nd hand from Kijiji, upon receiving I noticed one of the fans wouldn't spin. I installed it anyway and right away I noticed the performance was poor. I took the card to a computer shop today and it fried the tech's motherboard. Is it still possible for EVGA to repair the card? Or do I have a $440 brick?

    File a complaint? Kijiji is a subsidiary of Ebay.  Secondarily, who would pay that much for an outdated GPU when you could get many times the performance with a newer gen for cheaper?
