Does your current CPU not OC at all? Can you disable GPU PhysX and re-rerun Vantage to isolate your actual CPU score? It does look like the CPU is a major problem there, 10K is really low for the GPU scores but that GPU score is still CPU dependent to produce frames to render. The Phenom II should help a lot, especially if you can get it up ~4GHz.

Got my Card to Oc at 826/2008/1652 ran OC Scanner for 10mins and 0 ArtiFacts. This a Good Oc for a GTX 480 Vanilla? Taking Another run at 3dMark Vantage with these Clocks. And when im running my GTX 9800+ as a physx should i see it in Nvidia Control Panel or in my Device manager because with my 9800's it showed both and ask me to pick what one i want to dedicate to physx.

I don't think it's your cpu because when i had the e5200 it would score about 6800 in the cpu score at 3.9Hz but the single 5850 would still get it's 13,000-14,000 gpu score.. It really looks like your system thinks what ever you had before the 480 it still there or the PCI Express clock is set to low and not running full 16x as more like 8x or something..

Looks like something is wrong with Vantage, your score's should not be that low. The CPU shouldnt affact the GPU score that much, and you should definitely be getting a GPU score. Try seeing what kind of FPS you get in games. Maybe fire up a Crysis benchmark if you have it and post up the results here.

What version of 3dMark Vantage are you running? I didn't know they were up to build 1.02 until the night I installed my 2 x GTX 480's. When I'd try to run it using build 1.01 of Vantage, it would do the first three tests fine, but lock up on the PhysX test if I had PhysX on. Turn it off it would run fine. Maybe patch Vantage to 1.02 if you haven't yet, if you have reinstall it. Kram36 suggested this already, but clean out your previous drivers. Do both an uninstall, and clean them with something like Driver Sweeper (I think you can still download it from Guru of 3D). Anyway, Vantage is the only benchmark I've ran so far, but it runs fine for me, so past this I'm not sure what to suggest.

I don't know anything about your board but when in Sli is it 8x /8x ?? is there jumper or switch for full x16 in slot 1? also you could try to reset the cmos as this could be the issue as well..

I Removed my drivers manually, ill try driver sweeper. My Mobo is 3 x PCIe 2.0 x16 (dual x16 or triple x8) And my Monitor for some reason acts like it doesnt really support 1080i resolutions so ill just keep with my 1366:768 16:9 res for now.

Clean the Drivers completely with driver sweeper installed, made sure it was the in right place and version. i got the for the 3dMark \ http://i98.photobucket.co...0PhysxOn-NewDriver.jpg Im think its just my CPU bottle-necking me alot, so i will test it more once i get my CPU and RAm in. Question never used a Card for deicated physx but do i need to install somthing for it? or should i have a choice in Nvidia Controle Ranel to pick my GTX 9800+ for my Physx, because with my 9800's in SLI i was able to pick witch one i want to dedicated physx on.

Awesome, glad we got to the bottom of it. But ya these cards need CPU cycles, plain and simple. You can't double/triple/quadruple performance from previous gen cards and expect a slower CPU from 2-3 years ago to be sufficient. Even now I have a feeling current i7's aren't enough to push Quad CF or Quad SLI which is part of the reason we see such poor scaling right now.
