I have all three version of the gtx 1070 ti (sc, ftw2, ftw ultra silent).  On both the sc and ftw ultra silent I am able to use the latest version of afterburner to manually adjust the fan speed for both fans.  But for the ftw2 cards, I am not able to.  Does anyone know what software I can use that will allow me to manual control both fans on the ftw2 cards?

    Thanks.

Pretty sure the only solution is to use Precision XOC to manually adjust the fan speeds... pretty annoying but it's what we're stuck with. I personally opted to use a program called Startup Delayer to close PXOC/launch afterburner a minute after I turn on my computer. That way PXOC launches, my fans get set to their manual values, then afterburner is launched afterwords.

To kill PXOC I'm just launching a custom application I made to kill PXOC. I could post the source code if you want it, its like a 3 line c# application lol.

I see thanks.  I have a few follow up questions if you don't mind.

1/ Why do you need to kil PXOC after afterburner is launch if you don't mind me asking?  Do two programs interfere with each other?

2/ Do you use PXOC to control both fans or just the odd fan on the ftw2 cards?

You really don't- maybe I was imagining things but when I was running benchmarks with both PXOC and Afterburner running at the same time, I noticed a pretty big difference in benchmark results with/without PXOC loaded. Anyway, I think it's just best practice to not run multiple overclocking applications at once so that's the main reason I chose to do it this way.

If anyone wants the application its insanely simple, here you go:
    https://github.com/brian91292/Precision-XOC-Killer

    Startup delayer setup:

And of course, Precision XOC is simply set to launch on windows startup, afterburner is not.

To answer your second question, that's entirely up to you. I think afterburner can only control the main GPU fan if I'm not mistaken (I have an FTW3 hybrid, so all I have is a power fan and afterburner is unable to control it). I'd say you could use a fan curve on the GPU fan and just use PXOC to set a manual fan speed on the rest of them.
