GTX 1070 Ti Odd Lagging/Stuttering ETC

I purchased this card roughly under 2 years ago, had it RMA'd on the 2nd day as it came with problems. Smooth as ever customer service for the RMA, no problems until recently. I have never removed the card from the pc since I placed it into the build. No physical trauma, spillage or anything of the sort has occurred to the computer. 
 
My issue has to do with it's performance downgrade by a margin that I can't justify as time passing = decrease in performance. It's hasn't even been fully 2 years yet. Some problems I have are, game crashes that say there are problems with my video graphics. When I'm not crashing in games, I'm getting terrible hitches and screen tears that I wasn't getting literally a week before. FPS has dropped from being capped at 165 not dropping below that number, to 90/100 frames on Valorant/CSGO. This is on all low settings with an 144hz monitor. I also use this computer for my CS Projects and I utilize my graphics card for rendering as well, rendering times have increased making it harder to complete my assignments on normal schedule and sometimes it'll crash mid-render. Another issue is that sometimes the display takes a restart to start functioning. 
 
I've tried so many different things to try and increase it's performance, except for Overclocking. I've tried uninstalling and re-installing drivers, running games on low, optimizing the game using the nvidia optimizing tool, bought 3 new cables for my monitor, one for each possible display option and even fiddled with settings in the nvidia control panel. Temps are fine from what I understand that they should be.

I've pin pointed the problem to be with the graphics card as I've tried another card on the machine and all issues subsided.

    Make sure your cpu isn't getting to hot and throttling it's clocks.
     
    Make sure your gpu is running at the expected clock speeds.
     
    Try running the games off another hdd/ssd to see if that helps resolve the issue.

    CPU is running 60-70 while gaming
    GPU is running at expected clock speeds (2k RPM)
    Ran multiple games installed between my SSD and HDD

    Not sure how to put this without getting slammed but please keep in mind I never use forum itès not a passive aggressive post.
     
    Ièm a guy who always bye asus video card or miss if they are out of stock but as you guys know the last years supply have forced some of us to switch brands.
     
    So I just want to to expose my perspective on my experience with EVGA and their cards. First one was a 770 gtx which I had to return because it would glitch at certain temp, literal polygon distortion and other artifact on screen. This was the first time I has issues with a video card in my 20 plus year using pc and building them myself.I sent the card back and they return it do me with the same problem. So I ended up throwing it out after trying it in multiple other friends pc. 
     
    So that was for the 770.
     
    Now: Two years ago i bought the 1070 ti from evga and built a new pc. But since day 1 the pc would behave weirdly in beat saber and the fps would drop right in the middle of a gaming session. So i tested the psu, the cpu, the board the memory and the whole shabang before accepting the truth. the freaking card again. So just to make sure i was right my friend came over with a 1070ti from asus. No problem at all. and the game behaved like it should for the first time over 60fps for beat saber.
     
    So I'm here writing this now.Not furious I was stupid to buy evga again. I might be an exception but this is my experience with evga. My advice, from my experience, buy asus or msi before even touching evga cards. They guys here at evga are not honest, they know that this series has issue. Why im stating this. It happens i know people who work there. Sadly they wont go public with this. So here it is.. nothing to had just my experience of evga graphics cards

    So... did you get the GPU RMA'd or did you throw it in the trash again?  Personally I've had very good luck with EVGA and utterly trash luck with ASUS. Literally thousands of dollars of trash from ASUS, and zero support. That's my ancedotal evidence.
