GTA episodes of liberty city graphic settings issue

So I just bought Max Payne 3 and episodes of liberty City bundle. When I try to adjust the video settings it won't let me change them. It says I reached my maximum settings with the usage being 202/3082 only used, but it in red and it won't let me adjust anything. So I am stuck at 800x400 and everything on low. Even all the view distances are set to 1. I can't change anything. It just flickers when I try to move the settings up. Am I missing something here. I am going to try GTA IV and see if I have the same problem.
 
Tried it with all of them and same thing. Some were set to medium, but it will only let me reduce them. Once I do I can't adjust them so not sure what's the deal here. "warning you have exceeded your maximum GPU settings please reduce your settings....ummm and only 238/3010 wow this game is PC ready......

    Yeah still can't get it to work.....

     Rig 
    i5 4670k @ 4.5 with Hyper 212 push/pull 
    Gigabyte Z87X-UD3H 
    Corsair SMX3 1600 8 gigs 
    MSI 660 TF OC in SLI 
    OZC Vertex 3 120gig

    Which video card, your 580? I had that exact issue. Any card with over 2GB of VRAM has that glitch with GTAIV.
     
    Below I included the "memory restriction removal", and it should work perfect after you follow the below guide.

    Elite has got you covered.  Once you fix that bug you can check out iCEnhancer mod for an HD makeover to take advantage of your VRAM.
