Fullscreen vs Fullscreen and Windowed mode settings for G-sync

Is there any reason I would just want Fullscreen and not the setting Fullscreen and Windowed?
 
Giving Fallout 4 a second playthrough and noticed that the only way to get it to use G-sync was a few tweaks and to change the settings in nvidia panel to "Fullscreen and Windowed."     The problem is this is a universal setting and not something you can apply to each individual game.   
 
So my first question is, is there any downside to "Fullscreen and Windowed" as a universal option?
 
Is there anyway in the customised game settings to have it on just for the games that require it? Thanks

    Some people have reported that windowed G-sync has caused them to see flashing or flickering. So, if you see problems with flashing or flickering in some game/application which you are unable to run fullscreen for whatever reason, the option to exclude windowed mode is provided.

    Thanks for the clarification.  I never understood the difference but then that is probably because I haven't experienced those issues.

    Thank you.   I do have very sensitive eyesight and score 20/20 on my vision tests and I have to admit there is something odd happening in the bottom quarter of the screen that almost looks like a tear, but nowhere near as bad as the tears with sync off.
     
    But still much better than with the Fullscreen setting only.

    I've found some games will not run higher than 60FPS when running in a borderless window. Other games will run fine, some will flicker, etc. it's really a crapshoot. Test out in both configs to see what works best for what game.

    Rather than using the Nvidia Control Panel, you should be able to set the "Window Mode" within each individual application's settings which will be preserved between executions.
     
    In most circumstances:
        "Fullscreen Exclusive" will provide the best performance, granting the application complete control over the display and disabling other background applications/processes
        "Borderless Windowed" provides more flexibility for accessing concurrent applications, especially in multi-monitor setups, but may decrease performance as background applications/processes are allowed to continue running
