Trying to get as many opinions as i can on this.

Just got a 570 (upgraded from gts 250). Since i put it in i had a gut feeling that i wasn't receiving all that it could be giving me. I compared fps benchmarks to those of other gtx 570s and mine are way below what it should be. For example a friend with a gtx 570 gets about 120+ frames in CoD: black ops and i get anywhere from 60-90. In a new MMO Rift i've talked to several people whom all have a gtx 570 and were able to run at max settings with 50+ frames and i get a measly ~25.
Could any of the components in my PC be holding the gtx 570 back? I called a technical rep. and he said he believes something in my pc is holding it back. He primarily told me the motherboard and possibly the CPU. Could it be a faulty card or not good enough mobo, memory, cpu etc.
  mobo - Asus m3n78-pro
cpu - phenom II x4 940 B.E. @ 3.6ghz
8 gigs OCZ platinum series @ 412mhz 5:5:5:18
GTX 570 @ 850,1700,2150
1000w psu
1920x1080 res.

What are your friends or people you have talked to running? i7's @ 4.2ghz? That would explain it. I've seen tons of guys switch from 3.6-3.8ghz phenom to i7 rigs and be blown away that they get an extra 30-50% FPS just by changing the CPU. even at 1080p.

The ram might be holding it back a few fps, but not by that much. the x16 pci-e 1.0 slot might as well (i'd have to google that quickly!)

Your FPS are well playable by the sounds of it! as long as it's not dipping below 30fps to an annoying level than it's mostly e-peen!!!

But yes, Sandy P67, DDR3-1600/2000mhz + i5 2500K at 4.8ghz would be prime-o No holding back the GTX 570 at that point.

Try your CPU at 3.2ghz and check your FPS, than try for a 3.8ghz run! you'll be able to tell than.

I would have to say that these cards are a lot more demanding of the cpu then the 200 series. If your cpu was a bottleneck then oc'ing the gtx 570 is just going to make things worse. Not only will you not get better fps but could be getting lower fps.
I would say its a mix of an older mobo and ddr2 ram along with that cpu. The 500 series are just to much and sounds like your system just can't keep up.

Yes some kind of i7. It is definitely playable don't get me wrong, but i want to get the most out of it for such a costly investment.

I was planning on getting a new mobo ASAP because I plan on going SLI in the near future and its honestly a pretty terrible mobo. Perhaps I be better off saving up a few more bucks and getting an i7 of some kind along with a nice quality mobo? I'm familiar with AMD cpus but im pretty noob at intel. Somone please advise me in the right direction, if you had ~600 dollars give or take what would be your mobo cpu combo.

Go for the new sandy bridge CPU/Mobo (P version) they overclock real easy and still run cool. They are capable of maxing the 570 :)
im running an I5 760 @4ghz and the 570 still has some room so... Good luck with that :)

Are you on a budget? as the Asus P8P67-M is about £100 and also Gigabyte P67A-UD3 is about £105 both very capable motherboards.

since im going to wait until the chipset problem is fixed, ill have some cash to blow. I would spend anywhere from 300-400(dollars) on a motherboard if i know i'm getting my moneys worth. I checked this out and thought it was pretty nice, http://rog.asus.com/Product.aspx?Pid=43, what are your thoughts?

That is a very nice board. I doubt that you will be disappointed with it. I'm still exploring the features on my REIII Extreme. ROG iDirect FTW! :)

I am getting about 59fps steady with drops to 45fps with Rift maxed 1680x1050 res. My system is performing just below average compared to similar systems. I am still working out the kinks in my new build.  That Gtx570 is bottlenecked with your setup.  Run MSI Afterburner or Precision program and see if the GTX 570 is using more than %90 usage, if not that should indicate bottlenecks with CPU or another component.  Don't benchmark your system with Rift, it doesn't perform on par with most games. (lower fps across the board).  I would suggest turning down the view distances and AA in advanced settings.
I am absolutely loving my new system, the 2500k overclocks like a dream.  i can push it to 4.8ghz on a Coolermaster Hyper 212 ($30 aircooler) with acceptable temperatures.
