I recently bought the patriot "Intel Extreme" masters 32gb quad channel memory kit P/N: PVI332G160C9QK while on sale. I just did a mITX for my girlfriend and threw two sticks her way and decided id take two myself. The memory took first try into the ASUS mITX board. Running the sticks in my build it would post but wouldnt load past the first screen. It also wouldnt let me inter BIOS. It acted as if there was no peripherals installed at all. So I removed one of the sticks and it would boot. I figured since the board was BIOS updated to manage upto 24gb of memory I just needed an update. After not able to boot with both stick I updated my mobo BIOS to 83. Finally it reads both sticks but the issue is its stock clocked at 1066mhz. I was OC at 3.74Ghz on my i7 920 with a slight memory over clock. So I tried the same profile (not saved I manually put it all it) and it was stuck. It wouldnt post and the 8seg disp had a code loop of 00, 02, 69 with an occasional dE? So I reset CMOS and tried to load just the XMP1 profile and it goes into the same loop. So I tried to manually adjust all the settings ie 9-9-9-24 ref74 ratio of  2:12 (think thats 1600mhz) and tried 1.5v and a save n reboot. Again same boot loop. It seems anytime I try messing with anything to do with memory it wont post unless the defaults are loaded for the memory. Any help?

That's 1.5 volt ram. All 1.5v ram is designed for sandy bridge and newer platforms. It most likely will not work on your x58 platform at all, it's not designed for it, and it's not compatible with it.  X58 is supposed to use ram that's listed at 1.65v (or more).
 
You can try setting it manually to 1.65v for DRAM voltage and see if it will run, but it may void your patriot warranty, so the choice is up to you.  The safe option is to get some ram designed for x58 instead.
 
More than likely the XMP profile is going to be assigning 1.5v for that ram when you try and load it, so if it's ever going to work at all, you'll be looking at manual settings only.

1.3 XMP profiles will NOT work on that MB
Do NOT use 1.65v for those sticks
 
Read your MB manual for the -correct- slot placement for (2) sticks running "dual channel"
 
*the screenshots below are to help you find the settings, do NOT use any settings shown but NOT mentioned as some of the settings are NOT for your config. The screenshots are only to help you setup YOUR sticks correctly.
 
1.5v sticks work just fine in X58 systems, I am running some myself
 
Then setup your sticks manually in the BIOS, in "Memory Feature" and "Voltage Control" (shown below)

 
Set Memory SPD--> "Standard"
Set Memory Control--> "ENABLED"
Leave the memory divider at the default 2:8 (for now, you can adjust it later)
Punch in the 9-9-9-24 shown below and leave everything else on AUTO
*as shown below

 
Then go into Voltage Control and set DIMM volts at--> 1.530v
Set CPU VTT voltage at---> +150mv
*as shown below

 
Save changes and exit

For running at processor defaults / factory speeds, I've always used the ram that are actually sold as "triple channel memory" kits for x58. Which when you load the XMP profile for these kits, they usually will set the memory sets to 1.65 and run for years without problems (at least on 1333 and 1600 Mhz models). Most triple channel memory kits for x58 platforms are sold to run at 1.65v.  Even if you some how force these dual-channel kits to run with manual settings, and manage to make them work, that doesn't change the fact that later-model dual channel kits are not designed for x58, anyway. I could never in good conscience suggest anyone use ram not designed for their system even if "we can make it work".
 
If you use the right ram designed for x58, you don't have to go through all the manual fan-dangling like that, and it just works right off with XMP without a problem (at least for 1333 and 1600).
 
Unless you're trying to push for serious overclocks though.. using ram at or above 2000 mhz on x58 requires all manual fiddling for ram, though.

I had to set the voltage to +1.525 since there was no 1.53v option but it is working. Think that will be an issue?

I have "Vengeance® — 12GB Triple Channel DDR3 Memory Kit (CMZ12GX3M3A1600C9)"
and it is working perfectly at XMP profile with voltage at 1.5V and speed at 1600Mhz on my X58 MB
 
but your memory is in dual or quad channel kit
I am not sure if this is a significant problem

I was running in the past 12GB with 1.35 volt memory. It's just a matter of getting the timings and voltage correct as you've discovered.
