I've noticed that PNY has certain 465's out that are supposed to unlockable for this feature.  Does EVGA?

I'm not going to say it's not possible, just that I highly doubt it. The first 465s which came out proved to have an unlock success rate of around 15% in one article. Basically, it seemed that all could be unlocked, but the majority instantly became ruined by doing so. The problem is that the disabled stream processors were disabled for a reason and enabling them caused the card not to work any more.

On top of that issues, in the time that this product has been available to the public, NVIDIA has probably taken methods to make the disabled stream processors permanently disabled and therefore it might not even be possible any more.

Than comes more issues of whether your particular card has the other physical memory requirements required to unlock the card.

So there you go: it probably isn't possible and if it were possible, you probably still wouldn't want to try.

There are a handful of cards that can do it. All of the MSI 465 Golden editions could and a few of the XLR8 465s could. None of the 3 EVGA 465's I owned had all the memory chips you need to do it.

I would just buy a 470, they are getting cheaper and cheaper all the time and they are guaranteed to work.

It is not worth bricking a card to save a few bucks. Buying the slower one twice would suck.

Some of the early 465s, were 470 hardware with a 465 BIOS. The manufactures have tuned their process, so you won't be seeing these produced now. I just bought a Zotac 465, and all the components on the back of the card, so I checked to see if the memory chips were present (removed the heatsink) and sadly they were not. Newegg has some refurbished PNY 465 that you have a 50% (according to feedback) chance to get a card that can be upgraded...
