eVGA FTW3 pre post code 68, 63, 69, f3

I have an evga ftw3 x58 with an intel i7 980x and I've tested the ram, tested the graphics card, and I can't get it to boot up.
I'm losing my hair trying to figure out what the problem is.  
 
I have no signal on the monitor, I've even tried other graphics cards.  The codes I'm getting are 68, 63, 69, and f3 in that order.
Can you help me figure out where to begin?  I spent a long time performing a google search and a forum search before posting and obviously I've not found a solution.

    Take the battery out of the motherboard with no power cord plugged into the wall socket. Reset the BIOs. Put the battery back in after 15 minutes. Plug the power cord back into the wall and repeat. Do the fans on your PC turn on and run or do they turn on for only a second and then turn off?
