Hot!3070 Ti X1 Precision fan control not working properly?

My X1 Precision settings won't respond to what I set them, even when I use default settings.
Also they refuse to go full stop while at very low temps.
 
Any ideas what might be wrong?

    If you turn off your computer, unplug it from the wall, switch your GPU BIOS from the OC position to the Normal position, plug your computer back in, and boot up and test, does that solve it?
