3090 ti not found in BIOS, two red lights on GPU. Any help is desperately needed

Spec:
CPU: 12900K i9 Intel
GPU: EVGA GeForce RTX 3090 Ti FTW3 ULTRA GAMING
PSU: EVGA Supernova 1200
MOBO: ASUS ROG z690 Extreme
I have two separate water loops so I have two G5 pumps in the system.
 
This is the first time I build a custom water cooled system. Cutting, bending tubes plugged in everything, filled the water loop started the PC and ofc something is going to go bad - GPU cannot be detected from the bios.
I've tried
1. seat it better by adding Thermaltake TT Premium PCI-E 4.0 to the first GPU slot and connect it to the GPU
1. I have a 1650W PSU coming but I doubt it's a power issue.
 
I'm just trying to understand why there are two lights on the GPU and why the GPU cannot be detected from the BIOS.
 
Update:
I put my previous 2070 into my new PC and it worked so it's not MOBO issue.
 
Update:
I sent it in for RMA and the card returned worked with the watercooling block and the build works. But There is a light panel on the GPU that I cannot seem to control, does anyone know how to control it?

    RLOD = red light of death, probably popped a fuse (or 2) in the power section

    Assuming you tested the Card on air prior to installing block ? Or was the card installed stock into your duel loop system.

    Maybe shorted it out by over tightening the waterblock on the card.

    The LEDs mean that it isn't getting power, or it has a firmware issue. If it isn't getting power, it could be a cable issue, or something on the card fried.

    Make sure the solid 8 pin side of your PCI cable is on your PSU, and the 6+2 split cables are connected to the adapter for the GPU, whether it is the pig tail or the powerlink. If your pci cable is reversed, it has caused red lights. Start simple and work out from there.

    You’ve got a good point, I probably really should’ve tested on air. But I was too excited when I received the water block and totally forgot…

    I don’t think I’ve over tightened anything on the Gpu because I have a 0.6N screw driver that prevents me to do so…

    Does the card get fried silently? Would there be any signs that I fried the board other than the two red lights on the board?

    PCIe cables have one solid 8 pin for the PSU side, and a 6+2 for the GPU side. Are you using the stock cables?


    This cable may not be exact same as yours, but the connectors are, blue circles cable needs to go to power supply, red circles to GPU. It will install reversed, but will give an error that power isn’t being supplied.

    I double checked, my cables are indeed like yours shown above and they are being plugged in correctly as you described.

    Next step would be to try removing the water lock and reinstalling the air cooler to test the card and make sure there is no short on the card.
