Seems like the only differences between these two  RTX 2060 12gb cards is a 3.6GT/s texture fill rate difference and a 30MHz boost difference.

12G-P4-2263-KR has a texture fill rate of 201.6GT/s and a boost clock of 1680MHz
and
12G-P4-2261-KR has a texture fill rate of 198.0GT/s and a boost clock of 1650MHz

I don't do any overclocking or boosting of my cards.
So taking that into account does the 3.6 GT/s fill rate difference merit an extra $20 ?
Would the difference be even noticeable?

No, the difference wouldn’t be noticeable, but the higher clocked card guarantees a higher clock when the card heats up. You won’t control the boost clock, as that is built in by NVidia, but boost become fairly irrelevant when NVidia enables GPU boost and the card overclocks itself.
