Macro not creating the question mark character ? Z12 keyboard

Try to set up macro with Z12 keyboard.  Everything seems to be fine except it can't create the question mark charector ?. 
 
Macro actions:
LeftCtrl KeyDown 1ms
/          KeyDown 1ms
/          KeyUp     1ms
LeftCtrl KeyUp     1ms
/          KeyDown 1ms
/          KeyUp     1ms
 
I only see / as the output.

    I am unsure why this wouldn't work properly, but I was able to make a workaround:
    You can create a Macro with the following keys "ALT + 0063". This will generate a question mark character. In my Macro editor tab I have it:
    Left ALT Key Down
    0 Key down
    0 key up
    0 key down
    0 key up
    6 key down
    6 key up
    3 key down
    3 key up 
    Left Alt Key Up
