GTX 760 no longer working and intel UHD seemingly useless (evga z490 mobo)

Can't quite figure out why out of the blue I'm getting a "Windows has stopped this device because it has reported problems. (Code 43)" with my gtx 760.
 
I have unseated and cleaned the device (fans still spin up as usual). Tried another PCI slot. Re-installed drivers twice. Booted into another windows install (same computer though) and it too doesn't recognize the card anymore. Any other suggestions before an RMA?
 
My other main issue now is my onboard graphics - Intel® UHD Graphics 630 - refuses to drive my monitor at native 1980 x1080 - option is graphed out in display settings.
 
Thanks for any tips on what to try next.

    if you can, try it in another pc. if you have warranty, send it in.
