Seems like MSI is the only one who is releasing one: MSI Global - The Leading Brand in High-end Gaming & Professional Creation

Anyone hear anything about EVGA, Corsair, or Seasonic releasing one?
Seasonic just released their TX - 1300 & 1600, but it is not fully ATX 3.0 compatible: Seasonic Prime TX-1600 Power Supply Review | Tom's Hardware (tomshardware.com)

Are we going to need to worry when we all upgrade to an i9 13900k & RTX 4090?

If the PSU meets the recommended ATX 2.0 specs for transient response, you will be fine. Problem is, few do. Most just meet the minimum specs. On top of that, those specs are rarely shared to the end consumers.

Nvidia on the other hand, says they backed off with the transient response requirements on their RTX 40 series, so you might be fine with your current PSU.

Yep,  MSI, and I believe a couple other small names in the space have made announcements of ATX 3.0 PSUs, but the delays from the bigger PSU MFGs are certainly concerning.

Corsair recently put out a statement that their PSUs should be able to handle 3.0 requirements, which leads one to believe that they won't be coming out with an ATX 3.0 PSU, or it is just majorly delayed.

I'd add beQuiet to the list of quality PSU MFGs that we are waiting to hear from.

If you want your PSU and GPU to communicate during the top boost clock transient spikes loads then yes you need a real 3.0 fully compatible to standard PSU. Without those extra Commnication connectors the card just demands full power on bootup or any time it feels like without the asking for it first and the psu saying yes I can do that, no I cannot so adjust your clocks accordingly.

Have a funny feeling a lot of these PSU companies offering a power cable for their old PSU's that can supply the power 3.0 requires may come to bite some in the rear end on RMA's and maybe their customers if the card goes out as the PSU goes peace out you are going down with me too.

As a reminder, ATX 3.0 spec is separate from PCIe 5.0 specs/requirements and connector.  It seems likely that any major PSU manufacturer offering an ATX 3.0 power supply will likely include PCIe 5.0 compatibility and support, but it's not required.

For the 40 Series, ATX 2.XX power supplies should be fine, as long as you use the included 12VHPWR connector to 3x 8pin adapter.  It's also worth noting that 40 Series is not a Gen 5 product; only the power connector-type is Gen 5.

Except that's not what Corsair said.  They just said their power supplies are compatible with 40 Series.  Power supplies do not have to be compatible with ATX 3.0 to work with 40 Series cards.
