So I just set up a EVGA clc 280 and replaced the stock fans with Noctua NF-A14 PWM and it's all running just fine and all that.  I have it set up to cool a i9-10900x and it does a fairly good job of keeping it under control, but I'd like to do better.  So, I picked up another set of NF-A14 PWM fans to set up push/pull on the radiator.  My question is that is the AIO capable of running 4 fans without any issues?  I have a EVGA x299 Micro Atx 2 board and manual says that all the fan header have a 1 amp limit.  Does the Aio pull power from the fan header or from the USB header?

Thank you all in advance.

The pump pulls power from the USB header so given a proper 4 in 1 splitter cable you will be fine running 4 fans from the same motherboard fan header.

Reading your fan specs they consume Max. input current 0,13 A so it's perfectly within capacity to run 4.

I have a similar push-pull setup on my Corsair H115i and it runs amazing temps on my R7 3800X.
