So the 3080 ti has two BIOS chips with a dip switch for the OC and normal.

Do I need to turn the OC one on and update that vbios too?

Only if you intend to use the OC bios switch in the future.

I always leave one position stock until verified it work well, either one , I used my normal position to play with XOC Bios on my 3080 FTW Hybrid and saved OC in case I got a bad one.
