Z590 FTW & 11900K - Cores at random dropping 300mhz during load

Hi All,
 
Apologies in advance for this noobish question, but I have noticed that when gaming (or running synthetic such as CINEBENCH R23 for that matter) that random cores will clock down exactly 300mhz from whatever I have set the cpu multiplier (my thermals are perfectly fine, running low 30c in gaming and 55c @ 5.1ghz all core in CBR23)
 
It does not seem to matter what CPU multiplier ratio I set, for example, I opened EVGA E-Leet and dropped my all core ratio down to 45x, 40x, 35x, even 30x, and still at random, at random will drop very quickly down 300mhz like it is some sort of an offset, then it'll jump back up to whatever ratio is set...this does not happen when idling in windows, only under a gaming load or some sort of synthetic load, definitely not thermal throttling...
 
As for what I am running in terms of BIOS settings, I literally cleared CMOS, ran F5 defaults, set XMP, then CPU multiplier to manual - ratio limit of 48 all core, and set a manual VCore of 1.200 with auto everything else.

Does anyone know why this is?

    is it the effective clock dropping or the normal clock reading ( effective clock is present in hw info ) . if its the normal clock which is dropping then its mostly because u are power throttled. so max out your power setting on your bios.

    So it seems the normal clock is not dropping, I have attached a screenshot of what I mean (CBR23 running with eleet and task manager showing clocks) now remember it doesn't matter what CPU multiplier I use she still drops, so strange.
     
    When you mention max out power setting in bios, I don't see anywhere that mentions this on z590 ftw?

    I think I figured it out - it was caused by the AVX2 Ratio offset which was set to "3" - I set this to 0 and it doesn't down clock the 300mhz anymore.
     
    So my games and obviously CBR23 must have AVX work instructions...
     
    My question now is, by entering "0" have I disabled AVX instructions? ... or am I simply telling the motherboard to not down clock when there is an AVX instruction?

    when u enter it as 0 , the cpu wont downclock when avx workload is running. avx isnt disabled . u can disable avx/avx 512 on 11th gen cpu, there is an option in the bios. Most games do not use avx , yes it downclocks its because the the cpu/mb is stupid (all mb does that). if u want to check whether your game has avx. run the game at a frequency u are stable , then disable avx and run the game at that same frequency , see if disabling avx hurts your performance or not. if it doesnt , disable avx/avx 512 and increase your frequency as avx increases temp and power consumption which hurts your max frequency u can run on your system.

    also the frequency shown on eleet x1 is the normal frequency. windows will just show avg frequency between cores. Effective clock is a feature present on hw info. that clock will not show constant frequency what u have set in the bios instead it shows u the real time frequency run by the cpu. it will vary a lot , u dont have to worry about it. the effective clock fluctuate based on your cpu load, if your cpu is at 100% load , the normal clock and the effective clock will be more or less the same.

    Alright sweet, confirming that setting AVX2 Offset in BIOS to "0" just basically means my 11900k is outputting maximum heat/power/performance from my all core at "X" multiplier ratio....
     
    It still is interesting to see that games like The Division 2 and F1 2021 have AVX workloads, as they were the ones when I checked that were down clocking 300mhz due to the "3" offset for me...
     
    Anyway, as much as I would like to try and disable AVX2/AVX512 as you said, I just had a look, and I couldn't find the option to disable AVX2/AVX512 on this FTW board, is it on here or maybe it is just a Z590 Dark bios feature?

    it has to be there, i have tested 4 boards ( unify-x,oc formula, z590 apex, tachyon) all of them has this option with 11th gen cpu. Contact EVGA and ask them to make this option visible. i have ordered the z590 dark , i will let u know whether it has or not.

    have u checked the advanced menu on the bios. anything in there?

    searched from top to bottom, the EVGA Z590 FTW board definitely does not have a 'disable AVX' option, but it doesn't matter, because I fixed my down clocking issue :)

    it does matter because u are loosing performance, also it is a feature which is supposed to be there
