It might still be a PSU problem, even if when you jump it it starts it doesn't draw the same power for boot and just for fans, also not the same rails used.
I'd try another PSU at it's the easier way, and if that doesn't work purge your watercooling, take your motherboard out of your case alone with nothing but PSU, 1 stick of ram in the 2nd slot as instructed on the manual, the CPU (check for bent pins) and try again. If that doesn't work, take it to a computer shop so they can troubleshoot with different parts (other PSU, other cpu, ect...)
