So far I've used DDU and a clean install of just the latest nvidia driver. I went into bios and changed pci slot from auto to gen 3.
I also have 3 seperate power lines going to the card (evga 1000w psu).

Need more info. What game, What clock speed is it running at and power draw, what temp? Do you happen to be on x299 motherboard? These seems to be a issue with the last few bioses which stops the card leaving idle clocks.

Any game. Full power draw at 3.0 pci. Highest clock speed I saw was 495mhz.
7820x (4.7ghz) Evga x299 dark (latest bios) 16gb 4000mhz Evga 1000w g3 supernova

So its not leaving idle clocks is what your problem is. You can either use afterburner of PX1 to lock the clocks to full. Or go into nvidia control pannel and set max performance. Other wise you need to roll your motherboard bios back, Im not sure what version you need to go back to on EVGA dark. But on my x299 strix had to go back 2 versions since the latest and beta resizeable bar bios both get my card stuck at idle clocks.

Ok. I was on bios 1.23. Didnt realize they came out with more. Now on 1.26 and same thing. Gpu speed is stuck at 210mhz.

You need to go back to a previous version of the BIOS on your motherboard, not forward - try 1.22 or whichever one is previous to the one you were running at first like BMG said in his post: bmgjet So its not leaving idle clocks is what your problem is. I cant because Im going to be installing a 10900x. If it is a bios problem then evga needs to fix it. The card is pulling 400 watts at idle. Its gotta be screwed up.

Until they fix it, you can either revert BIOS, or return the card - unfortunately crapoli like this happens, and that's the current fix for it.

I had a problem with low fps in certain instances but not consistent. I ended up uninstalling Precision X1 and selected the option to remove all settings. The newer versions have not shown that same situation.

My doomed card (3090) has been operating flawlessly since day one, but then again it does not appear many of your posts are very constructive in nature in regards to this card. I noticed a post of a 3070 catching on fire...does that mean they are all junk too? Perhaps you need to return your 3070. (tongue in cheek)

LOL. Defective card. Pretty obvious by now after the OP created three threads on multiple forums saying the same thing. Card is stuck on 2D clocks because something is wrong with the PCB, causing it to report excessive power draw. You can't fix this problem. Your "PWR_SRC" (SRC shunt, or Input Power Plane Source Power) is reporting 400W in your screenshot on OCN. The SRC Shunt can't go that high. It's not capable of it. The absolute max limit of the SRC is 175W. When the chip is reporting 29W and the SRC is reporting 400W, you know something's wrong.

I wonder if it could be the cards firmware then if its really not using that much power. Still waiting on evga to respond back. Only reason I went with evga is because it was the only 30 series card I was able to snag. They've screwed me over on warrenties before.

I trust evga way more than msi, they really got m once. But at the same time my seahawk 1080 has lived at 165° since 2016 doings its daily 4k45 duties.

In fact, one of my post regarding was constructive toward 3090. It was stated which part (power regulator) was bellow other parts. And you know product is good as his weakest part. My sincere apology to all happy 3090 owners, as there was no bad intention toward them, wish them many years of gaming or productive use, but there is so many reported failure for this card, second or 3rd RMA etc. Simply looks more like gamble rather than purchase. Would like to see a real numbers produced vs failed 3090. From what I've seen 3070 failure ratio is not noticeable compared to the older brothers.

Although what you say "might" be true, lets also factor in that the 3070 has been on the market for less time (months?) and therefor has not had as much time for failures. Also, the 3090 is an enthusiast's card, which in all rights those same people heavily gravitate towards these forums in my opinion more so than the lower tier cards. These people buy this card for one thing - performance. When that performance is not what they are hoping for or expecting, the mud slinging begins. Lastly, when someone has a problem with (whatever it may be), they are always more likely to leave a bad review or speak out rather than those not having any issues. By saying that, I am not advocating there are not problems with the 3090's, I just firmly believe they are overblown and overstated. Just my .02

Be sure your power profile is not set to power saving in windows.

It replaces and beats the titan rtx at a cheaper price. How is that not enthusiast class?
