So my Hybrid card just arrived, and I noticed slight damage to the metal “fins” of the radiator. Are these a non-issue or should I RMA?

you can easily bend these back into shape.  I've been watercooling for a decade or so and accidents like this happen.  It is fully functional if you just take a toothpick or something and bend them straight.  Once you move one you'll see  how easy they bend and understand how it could happen to anyone.

It's a non-issue for the operation and performance of the radiator. The slightest touch can bend those fins, and as long as a very large number aren't bent over preventing airflow, it's fine.
