Gears 5 online multiplayer is my primary go to game as well and I have the xc3 ultra 3080 paired with a i9 10850k. Gears 5 is the only game in my library that doesn’t reach 95-99% utilization. I play on 1440p/144hz monitor and the gpu utilization fluctuates anywhere from 40 up to 80-85%, typically leveling out at 85% max when I’m in a match. You stated that you average 100-120FP.....is that range from running the in-game benchmark tool or your actual average while playing matches? If it’s from the in-game benchmark tool your numbers appear to be normal despite the fact that the gpu usage isn‘t being fully utilized.
 
My in-game benchmark with everything turned on and all settings at ultra I score 115 FPS, and it shows that it’s 99.9% gpu bound. Also when running the benchmark tool with MSI Afterburner/Rivatuner in game overlay, I noticed that the gpu usuage is at 98/99%. For some odd reason this doesn‘t carry over to when I actually play online matches. I‘m sure that the in-game benchmark tool is a direct reflection of the game’s campaign mode, so when you switch over to online play you should obtain a higher FPS than what the benchmark tool indicates. When I play online I’m averaging 150FPS with peaks up to 190fps and lows in the 120’s, and this is with 80-85% gpu usuage. For testing purposes i redownloaded Gears of War 4 and it utilizes 98-99% of the gpu when playing online. 


Since my previous card, 2080 Super, fully utilized the gpu when playing Gears 5 and now it doesn’t with the 3080 I chalked it up to the new Ampere platform is not being fully utilized by the game’s engine. This would most likely require that The Coalition team work with Nvidia so that the game is allowed to fully take advantage of Ampere like they did when Gears 5 first released for Turing cards.

Ok I see now that these benchmarks are similar to mine. But when I first installed the 3080, did a benchmark. Look how badass it looked... I was impressed, but then 2 days later... it looked like the ones you show (not bad, but previous ones were better). This is why I've been looking so eagerly for a "fix".
I've seen this guy's gameplay on map "Nexus" and he's like 200fps all the time... i average 110-130 in the same map and his gpu usage is higher than mine... cpu can't bottleneck, can it?

Keep in mind that when he's playing on Nexus map and obtaining 200fps he has changed his graphic settings to "low". I viewed his videos and he changes his settings frequently from low to ultra, offering different perspectives on the graphic qualities between those 2 settings, so that's how he's obtaining those high fps.
 
You can obtain 200 + FPS also if you are willing to lower every graphic setting to "low", because no consumer graphic card exists that can play Gears 5 at 200 FPS at 1440P/4K with all graphic settings maxed out. It's either 1080P or 1400P (Low settings) in order to exceed 200 FPS in Gears 5.

You'll be the first I've seen or heard of to obtain a steady 200+FPS in Gears 5 running at Ultra at 1440p or greater resolution. Even the guy's utube channel you referred to as what you were basing your performance up against, GGZII, stated in his testing that in order to achieve 200 + FPS in this game you have to lower every setting to low in 1440P or drop the resolution down to 1080P...https://www.youtube.com/watch?v=BKG5abG86kI.
