That is still just a rumor. EVGA won't announce anything until nVidia makes the official announcement for the new product(s). Also, EVGA doesn't do pre-orders. The notification queue system is not an order or a pre-order - it is a queue for notification. Whether they will continue to do queues on future products remains to be seen.

As @nomoss said above, no pre-orders. NVIDIA will announce a product, then they will have a release date and that is the date that NVIDIA allows it's AIBs and everyone else to sell the product.

Again, EVGA hasn't announced anything and won't until nVidia announces first. Nobody here can answer your questions.

Elite members will have the first 24 hours to queue starting at the release date and time which will be set by NVIDIA when they announce/launch a new product. This is when AIBs and resellers are allowed to start selling the product. As far as any new products as @nomoss has said, there is nothing from NVIDIA at this time, just RUMINT.

The bold part, is the most important, and the great news is, that members cannot get elite membership through spamming on the forums.

One thing to keep in mind is that EVGA has suspended the queue notification system temporarily. If/when it is resumed there could be changes to the way it works. I've very confident that they will keep the Elite first 24hr benefit or some version of that but other than that there are some questions about how it will work. First, EVGA has placed a limit of two cards acquired through the queue notification system. This limit applied AFTER the change was made so people who had purchased cards before the change were allowed to get two more. If a person has met that limit and bought two cards since that change was made will they be eligible to buy new cards in the 30 series? Second, in conjunction with the above change EVGA required that users cancel all but two SKUs in their queue, or else EVGA would automatically cancel all but your two oldest queue positions. So it is unknown if a person is in two queues if they will be able to add a 3090 Ti notification at all, if they will have the option of dropping one of their other queues in order to add a 3090 Ti to their queue, or something else. And as mentioned, it is a rumored card, so there will be NOTHING from EVGA until the card is officially announced. Also important to keep in mind, as this caused confusion with the Ti launches, Elite DOES NOT get you 24hr pre-release access to the queue. Elite status gets you the first 24hrs AFTER the card releases for sale to enter the queue. After the first 24hrs the queue, in the past, has then been opened up to the general public.

It seems unlikely EVGA would shut everyone out from a new SKU because they are already in the queue for other cards. That would be shutting out a lot of loyal customers. Although it seems more likely you would have to delete older queue positions in order to get in the new one.

Just to confirm, our current queues are closed with no current ETA on when they will again be open. We are still trying to fulfill the current queues before opening them back up. As for any future products, we have not announced anything at this time. If we will have a queue for future products, elite members will get 24 hour access to join before non-elite members.
