EVGA XC3 RTX 3080 Low FPS in Game, but Good Benchmarks

Pc Specs: 


Ryzen 7 2700x
RTX 3080 
16 GB 3200 mhz RAM
EVGA 700 wat 80+ Gold PSU 
B450 Tomahawk Max
1080p Resolution - (I am planning on upgrading soon.) 

I recently was able to get my hands on an EVGA XC3 RTX 3080 Black a few days ago. In these few days, I have had many issues with my build and the performance I am lacking. I have tried benchmarks like 3Dmark and got a score of 15,092. I tried Superposition benchmark and got a score of 11,150 (on 1080p Extreme). However, whenever I am in game, my GPU usage never reached above 50% use. I tried Warzone and was only able to get an inconsistent 90 FPS on all low settings. On GTA V I was getting 20 FPS and below on all low settings. On CS:GO, my GPU usage goes down to 18%.

When I am running benchmarks, my CPU reaches around 60% usage while my GPU is at 100% usage.  
All my temps are fine and do not show any signs of being too high or low. 

I have tried updating my bios to the latest version. Updating Windows to the latest version. Uninstalling and Reinstalling Graphics drivers multiple times. Updating Chipset Drivers. Updating Processor Drivers.

    Your monitor resolution is too low thus your CPU is the bottleneck. You should see better performance after upgrading your monitor or you could use DSR to render the game at an higher resolution so your GPU works harder giving some breathing room to the CPU.
