I'm trying to kick off an RMA request, but can't do so until I talk to technical support.  (if I understand the process correctly)

Well I ended up calling Technical Support instead.  They were fantastic.  I would suggest if you are still struggling with the website that you consider ringing them up instead.  Good luck!
