Mobo wont detect 3090ftw3

Hello,
I can not get my 3090 ftw3 to function. I have tried updating my BIOS drivers and confirmed they were updated. I tried placing the 3090 in another pc's mobo to no avail. I have tried a different psu/cpu to no avail. I placed my old gpu (390x) into the new mobo to test it and it booted up correctly. The mobo led stops at white solid led meaning it can't find a display output. However if I use another gpu or intel ihd it works fine. I tried using different hdmi/dp cables to no avail
specs are
i9 10850k
32gb gskill trident 2400hz
evga supernova g+ 850
evga aio cooler 
any assistance is greatly assisted I am out of ideas.

    It sounds like you just got a bad card unfortunately. Even if you daisy chained the pci-e plugs the card should at least provide a display. Do you see any red LEDs lit up near the pci-e power connectors on the card when you boot the pc?

    Yes when I boot the PC 3 red LEDs flash then disappear.
