2 x 3090 multiple fans 0RPM

So, at someone point in the past year, I have had to RMA both of my 3090 once, both for variations of the 0 RPM fan issue.  Is there a way to ensure this stops happening?

i have 1 card where all 3 fans show 0 RPM in Precision and the other card has 1 of 3 fans showing 0 RPM.  I am extremely frustrated overall and have checked connection of the fans and checked to make sure they are or are not spinning and have ensured that I have the OC option turned on so they all show 100% for fan.
 
Any ideas how to ensure this is fixed properly?

    The fans do not come on until the GPU reaches a certain temperature/load. In the idle state 0 rpm is correct.

    I have set the OC options, so they should be on all the time, unless something changed.  They were all on, and are in use nearly 24/7, so the fans are supposed to run between 50% and 100%, unfortunately, they do not.  I will file 2 RMA claims.  Thank you for your help.
