Hi guys.
I have EVGA 650P2 psu and i want to buy 3080 xc model.

i have amd 1700x and prob buy zen3 cpu as well if my mobo support zen3 cpus.

So its safe with 3080 with 650p2 or not. Nvidia says min 750w psu.

    650w is enough unless you are doing some serious overclocking on the top-of-the-line Zen 3 CPU. BTW only B450 and up will support Zen 3.

    A couple of points:
    nVidia does recommend a 750W PSU, but that's for a system with a 10900K. So before you buy make sure to use a power calculator to ensure you're good. You can put in all your components (minus GPU) into PCPartPicker to get estimated system wattage.
    Initially a 1700X will likely be a large bottleneck for a 3080, but B550, X570, B450, or X470 motherboards will support Zen3, but older cards would likely require a bios flash.
    Good luck and sounds like you're going to have a good build in the future (assuming you upgrade RAM with your CPU).

    As others states you’ll be okay. If you upgrade your whole system, an 850 would be ideal. Power supplies are most efficient in the middle 80% of their rated wattage and the larger PSUs run fanless under a certain load.
