EVGA 2070 Super FTW3 Unknown USB Device (Port Reset Failed)

- EVGA RTX 2070 Super FTW3
- i7-10700k
- ASUS Rog Strix Z490-E Gaming
- 32GB 3600MHz RAM
- Win 10 Pro

I have this error in Device Manager.
- Unknown USB Device (Port Reset Failed)  
  
When I remove the GPU from my desktop and plug my monitor directly into my motherboard I/O, the device disappears from Device Manager.  When I power down and plug my GPU back in, the device shows back up in Device Manager.  Anyone seen this before, know how to fix, possibly related to the USB-C port?  
  
So far I have tried a clean install using DDU in Safe Mode to remove everything.  Windows Update.  New driver download.  Uninstalling from Dev Mgr and restarting my system.  Nothing helps.

    When you are installing your Nvidia drivers if your using express instead try custom and make sure the usbc driver is checked. See if that makes a difference. When you go into your installed programs list in the Nvidia parts is Nvidia USBc driver in the list?

    I did just that, did not install via Express, but Custom.  Also, yes I see NVIDIA USBC Driver 1.42.831.832 installed in Programs and Features.
