Yeah, there will be a +5VSB (Volts StandBy) LED on the mobo somewhere and is often incorporated into an onboard Start button.
That means the mobo is getting +5VSB from the PSU, as it should when shut down, and is ready to intialize startup routine..+5VSB should be supplied by the PSU as long as the PSU is plugged in/switched on.
