AnsweredEVGA cards still binned??

Im currently in the market for a 2080ti and want to know if the black is still binned, I have read as of may 2019 nvidia stopped doing this. I have a low ambient temp and great airflow so I really am not looking to pay extra for the ultra  over the black but the chip being higher quality in the ultra would be a deal breaker, can anyone confirm this.

The Black uses a TU102 Non A chip, the Ultra uses the TU102A chip, which should be slightly higher quality according to NVidia. The TU102 non A is mean to be a budget chip to help save money for those that want at least a 2080ti, without as much money spent.

Ultra has the bigger cooler too.
 
Their statements about binning going away had to do with the TU104 and TU106 in the 2060/2070/2080, it seems offering two clock/bin variants was dropped due to an improvement in yields allowing them to use full TU104's with good clocks in the 2080S and significantly cut down (poor cores disabled) TU104's in the 2070S.  However, the new Super cards have yet to see a higher power limit bios, meaning the overclock headroom on the older cards is larger.
