RTX 20-series fan issues

The fans on my RTX 2060 XC Ultra make a grinding/clicking sound every time they start spinning - this is not an issue, I can live with it clicking once when I start a game. But it doesn't work properly - here is why: the threshold for the fans to turn on is 57C and the threshold to turn off is 47C. The fan is programmed to run at any percentage including low values between 0%-5%. When you quit a game the fan speed gradually drops. When it passes the 5%-0% speed range (at around 48C), the fans are unable to spin so slow, so they keep turning on and off. Same happens in less demanding games where the temp is around 57C. There they keep turning on and off because the bios (or whatever controlls them) is telling them to spin at 2% which they can't do. EVGA could easily fix this with a bios update. Just make the fan speed go straight to 0% from like 10% when the fans are stopping, and straight from 0% to 10% when they are starting. I have attached a GPUz screenshot demonstrating the issue. And no, I don't want to use software to control the fan speed - it is not nearly as precise and smooth as the onboard controller.
