Low clock speed on new 1070

Hey all, been a long time since I have been here but I just upgraded from a 4GB GTX770 to a GTX1070! I am really pleased with the performance but noticed that the 1070 is running at a clock of 1189MHz, but it should be in the 1500 range. I checked the settings in NVidia control panel , and it shows power management mode is set to max performance, but not sure what else would cause my issue. Any ideas as to what may be causing my issue? Thanks in advance!

16GB DDR3
1TB Samsung 860
Soundblaster X-Fi Fatality

    What is the game/application? GPU usage %? CPU usage %?

    Honestly i think your cpu is bottlenecking you. if you go to bottlenecker .com .  it show that cpu and gpu would have a 39.58% bottleneck. a second generation i5 is too weak for a gtx 1070 . just mt two cents. ive always matched my cpu and gpu when doing computer builds and have always had good luck

    Hey all, Just wanted to update you. The underclock appears to be a user induced 1D10T error. I upgraded from a 970 and for some reason, my 1070 was running at 970 clock speed. When I upgraded, I thought I clicked custom install with the clean installation option, but apparently not. I reloaded the driver and *POOF* 1070 clock. But thanks for the help!
