Weird issue with overclocking profiles auto switching in Destiny 2

I have an SC17 1070 and during game-play the fps drops from 60 to the mid 20s randomly, i also get a popup with Precision mobile that the profile goes from normal to superclock.  I have reinstalled windows and still get this odd behavior.  
 
Any help would be great!

    It might be throttling due to heat? I run D2 on my SC-15. My OC profile has the fans cranked so I don't go over 80. I've never experienced dips like this.
