At this point, I am thinking that I misunderstand the term "bunkering". Is that downloading extra tasks to compute during the event, or storing completed tasks to upload in bulk once the event starts?

You download a lot of tasks then set it to no network, then after the start of the challenge you upload them.
Most challenges you can bunker.
Primegrid challenges there is no bunkering, only tasks DL after the start counts

bunkering isn't just for prepping work before the event. It is also used to:
Deceive other teams about the production of the users/team thus resulting in multiple bunker drop potentials.
Some people/teams use it as a way to prevent other users/teams from getting work on challenges where the project has trouble supplying enough work.
Some people will bunker work on projects that require wingmen to prevent others from validating the work they pull during the event.
