have a look at the 2x6pin power sockets.
You will find a Bios switch.
It IS on silent . The second Bios is the OC Bios. 
Funny how everybody rather complaints that the fancurve is too modest/silent and kicks in rather late.
Makes me think your Case  airflow must be really bad if you have issues with the fans.
 Kindly elaborate on your setup and your rigs usecase.
 Maybe we can help better if we do not have to guesstimate.
 
And remeber what you bought. The biggest GPU DIE ever produced for us norms.
So, yeah the heat generated is really high IF you stress the card. And it will produce a lot of noise under heavy loads.
 
Still far less than the competitiors air coolings solutions.
 
And keep in mind that there are hybrid and watercooled solutions for silent lovers.

yeah ive had issues with fan profiles when precision x1 isnt installed. as long as its installed but not running it should be decently quiet as long as your case has good airflow and stutters should not occur (although i also dont install geforce experience since that seems to cause stutters ocassionally). also check the ICX temps while running a stress test to see if anything is out of the ordinary. some people have had super high memory temps. actually ive had the opposite isuues where if X1 isnt running the fans dont seem to revert to the stock bios fan profile and seem stuck at lowest setting so my card crashes quite quickly from overheat

That's it ! I had hoped to get the same profile choice, like Asus Strix. Quiet or OC.
