Look at the Bench PCB that came with your Motherboard.
You should NOT have any other Drives Connected or Installed when you install the OS to keep the OS on One Single Drive.
Yes it can be a Pain but in the Long Run a Better OS Base. You can Disable PM2 in the Bios and then Only PM1 will show in the OS Setup.

Not sure where you are seeing device 0 or 1 unless you are in the OS Install Window.
 

 
 The EVO is on the Top PM1 and the IBM is on the Left PM2, On my OS Install Only the EVO was Installed.

 
 
After the OS in installed and set up PM1 is Disk 1 and PM2 is Disk 0
