RMA for 1080ti ftw3 fan not working

I updated to Nvidia drivers 399.07 and my GPU would hard crash with artifacts displayed on my monitors.
 
I thought it was the drivers, so I rolled back. So far, no crashes. However, I came across one of the fans, the fan closest to the back of the card, typically towards the back of the case when inserted, that is not spinning automatically.
 
I need to sort of give it a little push with my finger for it to start. This is when temps are well at 70c, and also when I turn the fan speed to 100% in precision X.
 
I did a DDU and reinstalled the nvidia drivers prior to 399.07. 
 
My question is, would this warrant an RMA? And would cross shipping be valid in this situation or would I have to have EVGA likely replace that fan shroud and be without a card for a few days?

    Thanks for your post. When performing a cold boot, do you see that culprit fan spin on boot? It should stop after a second or two. That's often the best way to diagnose a fan issue. On the FTW3, all fans operate independently, so that fan will only spin if the component(s) its responsible for reaches a temp threshold of about 65c.

    I'll have to double check that if it's spinning on a cold boot.
     
    Is there a temperature at all in which the 1080ti ftw3 could crash? I saw temps on core hitting around 75-76c (hottest ive seen, with that one fan not working) and then my displays would lock up with diagonal square artifacts, forcing a hard reboot.
     
    After using DDU and reverting my drivers, I have not seen this issue. But I also push started that back fan and it was running after that, and my temps haven't hit 70's again.

    It could be a number of things! Artifacting can occur if there is a bad 12v rail as well. You can monitor this via BIOS, here's a link to our FAQ's Page on 12v Rails. You can also test the graphics card in another system and run a game or a benchmark a few passes to see if the issues continue. If so, I would recommend going to an RMA and getting a replacement. The card is not overheating, thermal throttle temps are around 83C, but the card can reach higher temps prior to shutting down.
