780 Hydo Copper still has plastic on it?

As part of cleaning my system, I removed the backplates on my EVGA GTX 780 Dual Classified Hydro Coppers that I've had since 2013 to clean off all the dust. I was surprised to find what appears to be the protective film from packaging still on the back side of the plate against the board (first picture). I doubt it affects thermal performance, but as you can see in the second picture, the sticky side of the film is collecting dust in the holes in the plate. Is this film still supposed to be there? If it is just for packaging , I find it odd that they didn't remove it before assembly. I doesn't seem to be that is was just forgotten at the factory, because it's on both my graphics cards.

    The film on the underside needs to be there. It stops the card from shorting out against the backplate. Do not remove that film.

    It definitely doesnt affect thermals, so dont worry about that part.

    As for the dust, it looks ugly, but at least it isnt hurting anything.

    Too bad the film wasn't cutout to match the holes in the backplate...

    I guess you could use something to punch out the holes, honestly.

    I can understand that it would be hard for a company to perfectly align each of the holes of they precut the plastic, so maybe it saved time just slapping it on as is.
