LockedMy GPU Fan Faulty?

Hi everyone, Yesterday i bought the GTX 1050ti EVGA SC, i installed it into the PCI Slot fine booted it up with the latest drivers but the fan didn't come on at 45c in Idle, which is normal. But when i play Cities skylines, Overwatch, Rocket League e.t.c The fan dosen't come on at above 75c! 
Hottest its gotten is 88c on Overwatch due to the fan not turning on.
I have tried Evga Precision XOC changed the Curve and temp to Max, No difference. tried different PCI, No difference. Tried previous Drivers, No difference.
I Think the Card is faulty even tho it is brand new from CCL Computers! I'm planning to get a replacement but the last thing i can think is the Hardware issue?
SPECS:
GTX 1050ti Evga SC
Lenovo IS6XM Motherboard
500W Standard PSU
Intel Core i5-2500 3.3Ghz
8GB Ram
1TB Storage

I’m planning to get a replacement, Does this sound like a faulty fan or Bad hardware.

    Hello,
     
    Please check by looking at the top of the card between the heatsink and PCB and verify that the fan header is fully connected on the card. If the header is connected then the card is probably faulty and I would suggest an exchange with the place of purchase since you just got the card.

    Hi, this is a duplicate thread. The same suggestion of checking the fan connector...

    Also check that the fan spins freely by hand..Possible fan shroud or fan wires binding the fan which you might be able to easily fix..If not binding, then it's RMA time.
