IS a Q8400 good enough to use on a 4k TV in an HTPC ?

Finally got a 4k TV 2 weeks ago in my man cave . Got a 48" Silo model V2 for $249.00 + tax from Frey's Electronics . 4 hdmi 2.0 w/2.2 hdcp . Picture is great , but I've run into a weird issue . Whenever I try to stream video from one site in particular , Crunchyroll , I get stuttering video & out of sync audio . They still use Adobe flash (ugh) . Sites with html5 are just fine . I've even tried both Hulu & Vudu ( they still use flash also) and they stream just fine . I can even watch YouTube in 4k as long as I can get some loading time (only have 20M dsl) . The only way I've been able to stop the issue is to lower the desktop zoom back down to 100% and not use full screen (makes a very small picture ) . Now , any other device hooked to the TV (Xbox 360 , TV STB , Blu-ray player) work just fine streaming video in 1080p or 720p .  I'll lost my HTPC specs ....
processor - Q8400 no o/c
gpu- evga GTX 760 2gb via DisplayPort to hdmi 2.0 cable (full 4k @60hz)
memory- 4gb DDR2 Crucial Ballistic gaming memory
OS-Windows 10 Pro

    the c2q q8400 is a bit long in the tooth for true 4k, along with the boards that support 775 cpu's. also if you plan on streaming 4k content from say netflix it flat out wont work.

    +1. Personally I would use a much newer CPU.

    sure its fine for streaming 4k, but not smoothly

    I would look into one of the newer Intel Celeron CPUs and matx/itx mobo if you are looking at a <$100 budget.  A step up would be in the i3 range but that is nearly twice the cost of the Celerons for just two more threads.  That 4gb ram could probably use a bit of a boost too.

    Streaming NF is a pipe dream for me right now , I don't have enough bandwidth (only 20m ) . I can stream YouTube  videos @4k as long as They will load when paused . My main concern is the flash not working in full screen . I was looking at more memory . Fortunately the motherboard will take ddr2 or ddr3 (not at the same time , of course) . But the board is picky on the type of ddr3 used .  Tapped out of mad money right now anyway .

    Was playing around with a 4K 60fps video I downloaded . My dual 980ti rig has no problem running the video in 4k full screen (duh) , but the little Q8400 with the 760 ....well... I had to convert the file from the YouTube Web9 to a MP4 file with VLC player . Now I can watch the video in 4K with Windows Media Player , just not full screen . For some reason if I use the full screen option (not much difference in actual size) the video will turn pink intermittently . I have no issues watching any 4K content that was recorded/uploaded @30fps , 60 gives the ole' gal fits of terror ! Guess I'll have to sell a kidney to build another HTPC...or , take the one from the living room & swap it over (i5 4670k w/8gb ddr3 of memory . But I do use it to in-home stream from my big rig . Decisions , decisions .

    Here's a little update . A reinstalled Kodi and used it to watch said videos . Full screen is no longer an issue and no more pink videos ! Windows Media player will still do it though (limitation on their end) . No need to build again (for now...).
